References regarding transfers of upper primary / primary teachers / teaching assistants on duty in primary schools and upper primary schools run by district / town education committees of the state. Pursuant to the following in accordance with section-3 of 19 a d.

Chapter- (3): Regarding transfer of upper primary / primary teachers / teachers


General Provisions:

(1) Type of transfer:
(i) Changes by internal demand
(i) Change by mutual demand
(ii) District transfers
(iv) Severe - changes in cases of the disease
(v) Transfers of administrative franchise

(2) Types of teachers and teacher posts:
(i) Primary Teacher (Std. 1 to 8),
(i) Upper Primary Teacher (Std. 6 to 8) - Science, Mathematics
(i) Upper Primary Teacher (Std. 6 to 8) - Social Science (iv) Upper Primary Teacher (Std. 6 to 8) - Languages

(3) (i) Total number of teachers in each department as per the schedule of RTE-2009 on the basis of number of students in primary section (Std. 1 to 8) and upper primary section (Std. 6 to 8) Teacher posts will have to be decided. (i) As per the student / teacher, the school wise establishment has to be fixed as on 30th September every year and the school wise approved teacher establishment has to be informed accordingly. All schools have to do it by October 31.

(4) () Every teacher / teaching assistant / teacher / teaching assistant of primary department admitted in the job before 10th June 2010 will be considered. But out of these teachers / teaching assistants who have obtained the qualification of any of the three departments of the upper primary teacher and they have given the option to become a teacher of the concerned department as per Resolution No. PRE / 11/2016/08 / K of the Education Department dated 19/201 Of that department in another school

The teacher of the concerned upper primary department who has accepted the place will be considered.
i) Educational assistants appointed after 10th June 2010 who have been appointed according to the department which will be considered as teachers of that department.

(4) (i) The rules under this chapter (a) shall apply to all types of transfers. Unless the relevant type of transfers are expressly exempt from any of the rules of this chapter.
(i) In addition to the rules of this chapter for such transfers, the rules of the relevant type of transfers will also apply.

(2) Upper primary / primary teachers / teaching assistants
Internal / reciprocal demand transfers / district transfers will have to be done once a year during summer vacation by public camp. While the changes will have to be made even during the Diwali vacation.

(2) The transfer of the teacher of the primary section to the primary section and the transfer of the teacher of the upper primary section to the upper primary section can be done only if the place of their subject (Mathematics-Science, Language and Social Science) is vacant.

(3) At the time of public transfer camp, the list of primary schools / vacancies as per the above mentioned department and subject wise schools / vacancies for upper primary department should be displayed on the board.

Any primary teacher who has the required qualification of upper primary teacher but has not been appointed in the upper primary section or has not been included in the upper primary section cannot be transferred to the upper primary section.

(3) The transfer camps of the four sections mentioned in Rule-II shall not be held on the same date, at the same time and at the same place. If the transfer camp is to be held on the same date and at the same place, then the transfer camp will have to be held at different times or in the same campus.

(10) Priority -
(i) Widows, disabled, teacher couple and Valmiki community

(2) The transfer camps of the four sections mentioned in Rule- (3) should not be held on the same date, at the same time and at the same place. If the transfer camp is to be held on the same date and at the same place, then the transfer camp will have to be held at different times or at different places in the same campus.

(i) Widow, disabled, teacher couple and member of Valmiki community should be given priority in case of all kinds of transfers. The order of priority will be according to (1) widow (2) disabled (3) teacher couple and (4) member of Valmiki society and priority will have to be given according to that order. Even if he has taken advantage of the internal transfer of the district, he can take advantage of the priority in the district transfer and even if he has taken advantage of the district transfer, he can take advantage of the priority in the internal transfer of the district. Who will be able to take advantage of the priority only once during the entire job, which will have to be noted in the service book of the concerned teacher and in the service book of both the husband and wife in case of taking advantage of the priority of the teacher couple.

(i) In case of spouses, the demand of the non-beneficiary can be exchanged as per the general rule of transfer. (i) In the recruitment of Vidyashayak, the teacher / Vidyashayak who has taken advantage of priority in place selection will not be able to get the benefit of priority. The teacher / teaching assistant who has taken priority should be noted in their service book. And they won’t be able to demand a replacement for at least three years.

(a) Widow teacher in the village of Pierre or father-in-law

(a) The widowed teacher will have to be given the benefit of transfer over the vacant space of any school nearby if there is no space in the village of Pierre or Sasari. (b) The widow teacher has to submit the affidavit and proof of death of her husband on the stamp paper of Rs. 50 / - for being a widow. Physically handicapped teacher has to submit the certificate of disability civil surgeon.

(v) Teacher couple -
(a) In case of Primary Teacher / Educational Couple, only if the spouse is employed as a Teacher / Educational Assistant in Upper Primary / Primary School, they will be eligible for the benefit of the couple case and in that regard, marriage registration certificate will have to be submitted to the camp.

(b) In case of teacher / teaching assistant husband and wife working in different talukas and the couple requests to be reunited, if one of the two has space in the school / pay center only, and if there is no vacancy in either school / pay center. If the couple wants to get together in a school with more vacancies in another taluka, it will have to be changed.

Group school head teacher in case of non-teacher
Until a teacher from any of the group schools is appointed as a permanent teacher in the school.

(14) In case of transfer, the teacher / teaching assistant present in the camp shall bring with him the example of the headmaster of the school concerned regarding the length of his current school job. In the case of the head teacher, the head teacher of the pay center school and the head of the pay center school

In case of a teacher, the taluka education inspector (administration) has to be brought. In addition, the upper primary teacher / teaching assistant

(12) When the teacher / teaching assistant has the same admission date, for all types of transfers, considering the date of birth,

(12) After transfer of upper primary / primary teacher, the following procedure shall be followed for their dismissal.

(i) Transfer of Upper Primary / Primary Teacher / Teaching Assistant from any school if there is more than one Upper Primary / Primary Teacher vacancy in the school or the vacancy is due to transfer unless the other teacher is transferred or re-appointed. The education assistant will not have to be fired. Care should be taken not to leave more than one vacancy in the school.
(i) In case of internal transfer of taluka and transfer of taluka, the head teacher of the concerned school will have to take action for dismissal.
(ii) In case of district transfer, the taluka education inspector will have to dismiss the transferred teacher on the basis of the approval of the district primary education officer.
(95) In auol transfers / reciprocal transfers / demand transfers / district transfers, the transfer order has to be given in person at the camp.

(12) If the teachers / teaching assistants transferred in the transfer camp are dismissed late or later due to administrative reasons as per the instructions of the Government, the seniority shall be considered from the date of order only for the purpose of transfer.

(20) Demand transfers of the entire district inside / outside the taluka will have to be done simultaneously in the camp. Thus, after the completion of the first phase of transfers, a general transfer camp of the entire district will have to be organized for the transfers. To show all the vacancies on the board including the vacancies from the first phase transfer

(21) During the entire transfer process, the teacher education assistant who can avail the benefit only once in the transfer process of that year (excluding incremental change).

(R) The list of vacancies in the camp, including the villages shown on the board in the transfer camp and all the files related to the transfer should be kept by the District / Town Education Committee till the second camp.

(24) To inform the President and General Secretary of the recognized board to be present in the camp in advance in the transfer camp. (2) Retirement, resignation or other reasons of the teacher / teaching assistant
